Museveni re-instates Kayihura to Neutralize Tumukunde

Former Inspector General of Police (IGP) Gen. Kale Kayihura is returning to government to purposely handle the political mobilization for President Yoweri Kaguta Museveni as Uganda prepares for Presidential elections in 2021.

Kayihura’s role will be similar to that of Lt. Gen. Henry Tumukunde which he executed in 2016 polls shortly after he had been set free by the Military Court.

The Ex spy chief battled charges for 8 years and had been placed under house arrest at his Kololo palatial residence.

A source in State House said Kayihura’s duty is to neutralize Gen. Tumukunde, his longtime opponent who greatly contributed to his downfall as Police Chief.

As he served as Security Minister for less than 2 years, Tumukunde exposed a clandestine plan by rogue police men who closely collaborated with Rwanda’s agents that worked behind Ugandan government.

It is those allegations that resulted into sacking of Kale Kayihura. However, the pair’s friction had paralyzed security agents, and President Museveni took a decision to also fire Tumukunde.

Two years later, Tumukunde launched a Presidential bid. He is currently being held by police on charges of treason after he requested Rwanda to support Uganda’s opposition forces seeking to the regime.

A source added, Museveni has finalized plans of bringing back Kayihura who will be tasked with mobilization and his appointment comes with a huge budget.

“He is supposed to deliver victory for the President in 2021,” said a source.

While serving as a police chief, Kayihura built a formidable force of loyal cadres across the country and Museveni still believes that group still entrusts Kayihura.

“Because Tumukunde and Kayihura were both competing there is a possibility that Tumukunde could have interfered with those contacts when he began consultations for Kampala Lord Mayor,” said a source.

This website understands that Gen. Tumukunde is good at keeping contacts, a reason Museveni is bringing back Kayihura to dismantle the infrastructure which he could have built at a time Kayihura was in prison battling charges.

Kayihura Gen Kayihura was accused of aiding and abetting the kidnapping by commission, repatriating Rwandan exile and refugees and Ugandan citizens to Rwanda between 2012 and 2016.

He was also accused of failing to protect war material by issuing arms to unauthorized persons including Boda Boda 2010 members led by jailed Abdallah Kitatta between 2010 and 2018.

Kayihura’s associates perceived his woes as generated by Tumukunde.

Tumukunde who was arrested last Thursday will be arraigned in Court on charges of treason.

His arrest comes after he sought clearance from Electoral Commission to consult the electorate as he plans to contest for President.

Presidential Spokesperson Don Wanyama when contacted on appointment of Kayihura said he was ignorant.

But a top official in State House who asked not be mentioned said Kale’s return is “possible.”

We couldn’t reach Kayihura for a comment but his aide neither denied nor confirmed this development.
