Amb. Wasswa Birigwa, a prominent FDC member, has stated that Uganda needs a new constitution. Birigwa declared that the present Constitution is completely dead while speaking on NBS TV’s Frontline show.
This is due to the fact that any individual can come and demand a change, and it will be implemented without a referendum.
In his presentation, Birigwa also asked for a look at the legislative and judicial branches. These are also pointless in his eyes because they are executive-controlled.
“We need to write a new Constitution because the one we have is dead. Everyone can come in and say we need to change this, and it is changed without having a referendum on the issues brought in.”
“We need to look at the institutions we have in Uganda. The legislature and Parliament we are talking about, as far as I am concerned, are meaningless.”
This 1995 Constitution, which has been recognized as one of the best in the world. However, throughout time, several provisions have been removed for personal gain.
The presidential clauses have received special attention. To the dismay of several Ugandans, clauses relating to presidential age limitations and term limits, among others, have all been changed or deleted.
Wasswa Birigwa also attacked the NRM, claiming that they lack any original ideas. It appears that the nation is stuck, and has been for 40 years. Therefore, it is necessary to remove the NRM from positions of authority.
