Police Constable Ivan Wabwire, pursued for the shooting death of an Indian money lender on May 12, has been arrested in Kenya.

Uttam Bhandari was murdered in Raja Chambers on Parliamentary Avenue in Kampala by PC Wabwire, who is currently being arrested at the Busia police station in eastern Uganda on murder charges.

Surveillance video shows PC Wabwire opening fire on Mr. Bhandari from close range following a brief exchange.

The other employees could be seen making a hasty exit from the building.

Bhandari led TFS Financial Services as its director.

The police discovered that PC Wabwire was making payments on a loan from TFS Financial Services for Shs2, 130,000 that he obtained in 2020.

After they couldn’t come to terms on how to pay back the debt, Wabwire, who has a history of mental illness, went completely insane.

Police Constable Wabwire of Buwalira village, Bumunji Parish, Masinya Sub County was twice hospitalized to Butabika Hospital for a mental breakdown in 2018, leading to a six-year ban on firearm possession.

His family claims that he began exhibiting psychotic behaviors in 2016, two years before he enlisted in the Force.

According to the police, PC Wabwire was placed in a non-firearms duty assignment when it was discovered he suffered from mental health problems.

He was accused of stealing the weapon he used in the shooting from his roommate and fellow police officer, Steven Mulambo. The police have also taken Mulambo into arrest.
