Gen Elly Tumwine narrates his side of the story on attacking parliament

The Minister of Security, who is also Army MP, Gen. Elly Tumwine, has described Cecilia Ogwal, the Dokolo Woman Member of Parliament, as an adamant liar and dismissed allegations that he pulled a pistol on her in the 7th Parliament.

This follows a resolution passed by Parliament for the rules committee to investigate claims that Tumwine had disparaged the House and the Speaker, Rebecca Kadaga.

He is also accused of threatening to shoot Ogwal. Tumwine said there are some members with selfish interests trying to use Parliament to attack and tarnish the image of the Uganda People’s Defence Forces.

Addressing journalists at Lake View Hotel, Mbarara yesterday, Tumwine said he will appear before the Parliament’s disciplinary committee to have the matter legally and peacefully resolved.

“I do not have any problem facing the disciplinary team and this is going to help punish all those undisciplined people. Ogwal should appear before the same committee for telling lies against me,” he added.

“I had gone a meeting with the former president of South Africa, Thabo Mbeki. When I went back to my office, the televised debate was highlighting my name over a matter I did not understand.

“I walked to Parliament chambers, but the House was already excited. When I started to explain what the allegations were about Hon. Ogwal raised a point of order and alleged I pulled a pistol on her. Her statement was shocking because we have been together for a long time and we are friends. The Speaker did not allow me to complete my explanation, she just ruled that the House votes on the motion”
